Rules were enforced “against sheltering Jews” (127), hence the rejection from the “"basement shelter” (126). Fear outweighed any rationale they had towards housing them in the shelter, instead the neighbours blamed them, for the bombing: “The Bolshevik Jews are behind this! … They sold us out. They told the English where to bomb” (127).
